CeBlue signs MoU with government for multi-phase resort expansion

The Government of Anguilla and CeBlue Luxury Villas have signed a memorandum of understanding (MoU) to guide long-term development at the property.

The hillside resort overlooking Crocus Bay is planning to expand its offerings with new luxury residential units, guest amenities, supporting facilities and improvements to site access.

Construction of overwater amenities, marine facilities and supporting hospitality spaces are also being considered as part of a US$10-$15 million investment.

The multi-phase expansion will take place on parcels of government-leased land located adjacent to the property, subject to the receipt of the required approvals and permits.

The signing of the MoU took place on 12 February at the resort’s Blue Bar and was attended by government officials and representatives from CeBlue.

Speaking during the event was developer Ramnik Chopra who acquired the property in 2022 and undertook extensive renovation works due to damage caused by Hurricane Irma in 2017.

This included the restoration of the site and the reconfiguration of the existing eight condominium villas into a combination of two, three and four-bedroom units.

He said the MoU took three years to put together, adding: “There was a lot of back and forth between us, a lot of give and take.”

Chopra thanked planning minister Kyle Hodge for “not only having the patience but believing our vision and having your team rally around us to help us get to this point”.

“There’s a lot more work to be done to finish this, but we have a beautiful vision for this property, we have a beautiful vision for the island, and we hope that we are able to achieve it together.

“That’s that’s the goal. I think the best days of the island are ahead of us, and we want to be part of it. We want this to be a growth story for everyone.”

Hodge said he was “excited” to be able to sign the MoU and returned his thanks to Chopra for “having the patience having the confidence in Anguilla”.

“This is a beautiful property. It’s uniquely located in Anguilla. It’s nestled in one of the highest hills in Anguilla… You are right in the middle, overlooking this beautiful Crocus Bay,” he said.

He added: “We want to congratulate you on this milestone that you’re achieving, and we look forward to supporting you in the future.”

Tourism minister Cardigan Connor also thanked the developer for “adding to a product that we pride ourselves on” and for being part of the “Anguillian team”.

CeBlue general manager Annmarie Letang thanked the whole staffing team at the resort for their contributions towards making the property a success.

During a government press conference on 9 February, Hodge said that as part of CeBlue’s corporate social responsibility, it has committed US$500,000 and agreed to the adoption of a local school.
