Governor Julia Crouch in consultation with the Judicial Service Commission has appointed Rachel Spearing KC as the new attorney general of Anguilla.
Spearing brings a wealth of senior experience prosecuting serious and organised crime, advising on public law, data and information rights and regulatory issues.
She will assume the role in late January 2026, a press release from the Governor’s Office announced on 31 October.

Commenting on her new role, Spearing said: “It is an honour to be appointed attorney general of Anguilla.
“I look forward to serving the people of Anguilla and supporting the government in upholding the rule of law, promoting good governance and ensuring justice is delivered with integrity and fairness.”
Spearing is a qualified mediator and sits as a regulatory and disciplinary judge and part-time as a coroner. Her international experience includes work in the Caribbean, West Africa and Singapore.
She is also recognised for her expertise in disaster aftermath management, particularly in relation to maritime incidents, and has advised the UK National Health Service, police forces and prison services.
Anguilla’s new attorney general has participated in inquiries concerning education and psychiatric care and is highly regarded for her knowledge of good governance within the public sector.
In the press release, Governor Julia Crouch said she is delighted to welcome Spearing to Anguilla.
“Her breadth of experience, integrity and commitment to public service will be invaluable in supporting the government in ensuring the safety, good governance and prosperity of Anguilla,” she added.
“I look forward to working with her in this important role.”
The attorney general serves as the chief legal advisor to the government, representing the Crown in legal matters and overseeing the drafting and interpretation of legislation.
Dwight Horsford held the role of attorney general for until October 2024 when Kurt De Freitas was appointed as temporary attorney general.
Dawne Richardson then took on the role in March this year, and Ivor Greene took on the temporary position in May.
