Plans for Anguilla’s first sovereign wealth fund move into law-drafting phase

The government has moved into the legislative drafting phase of plans to establish Anguilla’s first sovereign wealth fund, Premier Cora Richardson Hodge has announced.

The move follows work with the United Nations international financial institution, the International Monetary Fund (IMF), to develop the design and safeguards for the proposed initiative.

The IMF has now begun working remotely with the government to translate the policy and institutional guidance into a legislative framework for Anguilla, Richardson Hodge said.

The premier, who also serves as finance minister, made the announcement during a press conference on 20 July.

She described the sovereign wealth fund as “one of the most important steps we are taking to convert today’s strong revenues… into lasting security and prosperity for the people of Anguilla”.

Richardson Hodge recalled that the IMF and CARTAC, the IMF’s Caribbean technical assistance centre, had worked closely with the Ministry of Finance on the institutional design of the fund in June.

The work examined essential safeguards such as governance structure, deposit and withdrawal rules, investment framework, transparency requirements, reporting arrangements and independent oversight.

The premier added that the IMF has now begun working remotely with the government to translate the policy and institutional guidance into a strong legislative framework for Anguilla.

“Our aim is to finalise the legislative framework by the end of this quarter [September] and then advance it through the House of Assembly after appropriate consultation,” she said.

“We are determined to get it right, not only for the present generation but for generations of Anguillians who will follow us.”

She said the revenue currently available to Anguilla, particularly that generated by the .ai domain, present an “extraordinary” opportunity.

“Our responsibility is to ensure that this moment of opportunity becomes a permanent source of strength, resilience and prosperity for our island,” she said.

The premier first announced plans to set up a sovereign wealth fund in her 2026 Budget address, presented to the Anguilla House of Assembly on 11 November 2025.

She described it as a “long-term investment vehicle to secure and grow national assets for future generations”.

Later during a government press conference on 8 December 2025, she said she had raised the topic at the Joint Ministerial Council in London.
