Anguilla’s Joint Emergency Services Control Room (JESCR) has won the British APCO Control Room Innovation Award.
The accolade recognises the JESCR’s pioneering efforts in integrating Anguilla’s police, fire and ambulance services into a single, fully interoperable control room.
The award was presented to Dale Morgan and Ken Townsend – who led the project from inception to completion – at the 2025 Control Room Awards held in the UK.
Their hard work and commitment have been instrumental in enhancing public safety and emergency response capabilities in Anguilla, a statement from the Governor’s Office said.
It also praised the leadership of the police commissioner, Royal Anguilla Police Force, and government including the Department for Innovation and Technology and Ministry of Infrastructure.
Funded jointly by the UK’s Foreign, Commonwealth and Development Office and the Government of Anguilla, the JESCR has transformed emergency response on the island.
Launched in October 2024, JESCR is the Caribbean’s first tri-service control room, integrating the police force, Emergency Medical Services, and Anguilla Fire and Rescue Service under one roof.
The 24/7 facility leverages cutting-edge technology, including the What3Words location tool to improve emergency response through faster and smarter coordination.
The JESCR’s innovative approach serves as a model for other regions, demonstrating the impact of effective collaboration and technology in emergency services.
Dale Morgan, international emergency services consultant, said: “This groundbreaking project is not just a step forward for Anguilla – it’s a model for the world.”
