Gender Affairs Unit appoints consultant to advance Anguilla’s gender policy

The Gender Affairs Unit has appointed a consultant to support the development of Anguilla’s National Gender Policy and Action Plan.

Dr Ronya Foy-Connor, principal of Foy Global Consulting, brings nearly two decades of experience in international affairs, social work and public policy to the role.

Her distinguished career includes service as a US foreign affairs diplomat and as an aide to both the New York City Council and the Mayor’s Office, the Gender Affairs Unit said in a press release.

She also served as the Government of Anguilla’s inaugural gender development coordinator, where her leadership helped shape foundational gender and social protection frameworks.

During her tenure in Anguilla, Foy-Connor played a pivotal role in advancing landmark gender legislation and international commitments.

This included contributing to the passage of Anguilla’s first Domestic Violence Act and supporting the extension of the UN Convention on the Elimination of All Forms of Discrimination Against Women to the island.

Foy-Connor holds multiple degrees, serves on the UN Women’s International Roster, and has authored extensive research on women, social entrepreneurship, poverty alleviation, political participation and sustainable development.

Policy and action plan

The National Gender Policy and Action Plan will guide coordinated action across government, civil society and the private sector to advance gender equality and social inclusion.

It will provide a structured roadmap for addressing gender-based violence, economic empowerment, leadership participation, health and social protection, and equitable access to opportunities and services.

By establishing clear priorities, accountability mechanisms and measurable targets, the policy will support more effective planning, resource allocation and programme delivery.

It will also strengthen Anguilla’s alignment with regional and international commitments, the Gender Affairs Unit said.

Through the consultancy, Foy-Connor will support national stakeholders in developing a comprehensive, forward-looking policy and plan.

The Gender Affairs Unit said it looks forward to collaborating closely with her and national partners in delivering a policy framework that reflects Anguilla’s priorities and supports a more equitable future for all.
